A customer disputes a loan refusal eight months after the decision. The ombudsman's question fits in one line: on what data, and on what version of what policy, was this decision based? In most organizations, the answer exists in theory. It is scattered across the case management system, a data warehouse, application logs, and the memory of whoever was there at the time. It gets reconstructed in a crisis meeting, with exports dated the same day and screenshots. Facing an ombudsman, a regulator, or a judge, these documents share one decisive weakness: they come from the very party they are meant to defend, and nothing proves they have not been altered since.
KARL Core’s offline verification removes that dependence.
The principle: sealed proof, verifiable without the producer
KARL Core keeps an organization's resources — records, policies, decisions, agent executions — as dated, linked states, never as ordinary files overwritten over time. When proof needs to be produced, the platform seals its exact content into an Evidence Pack: a portable package that freezes, at a precise moment, the relevant elements, the policy then in force, and the exact boundary of what is being attested.
The recipient can verify the pack offline using the independent verifier provided by StratoFoundry, on a machine that has never had access to your servers. The recipient does not need an account with you, a connection to your infrastructure, or even trust in StratoFoundry. The verdict they get depends on none of your statements: it depends solely on the content received and a root of trust delivered separately, through a channel you control. If a single element of the pack has been altered since it was sealed, the verification says so. If the pack is intact, the recipient knows it with the same certainty you do.
What this changes, in practice
Responding to a claim or a dispute. Instead of arguing over exports, you hand over a sealed pack and the root of trust through a separate channel. The ombudsman, their technical expert, or your counterparty verifies it themselves, independently, without needing anything further from you. The debate shifts: it is no longer about the authenticity of the documents, but about their meaning.
Opening your evidence without opening your systems. Giving an auditor or a regulator access is usually a dilemma: either restrict what you show, or open a door into your IT systems. Offline verification avoids that dilemma. The pack leaves your perimeter, your infrastructure stays closed, and the recipient's control is not reduced — it is strengthened, since it no longer depends on what you choose to show them.
Holding up over time. A claim can surface years after a decision, once systems have changed and so have teams. The sealed pack remains verifiable as is, without the platform that produced it: the proof outlives the tool, the migrations, and the reorganizations. This also answers a recurring concern of legal departments about traceability software: what is the proof worth the day the vendor is gone? The sealed pack remains verifiable even if the vendor is gone.
Governing AI agent decisions. When an agent takes part in a decision — approval, refusal, rationale — the question a regulator or a customer asks is not 'what does your AI say today?' but 'what did it know that day?'. The pack seals the agent's exact memory at the moment of the decision: documents consulted, the policy version applied, the precise execution. Transparency stops being an approximate reconstruction and becomes a verifiable piece of evidence.
Building trust between organizations. Between a principal and a subcontractor, a parent company and a subsidiary, partners in the same supply chain: verifiable offline proof lets you share an attested state without sharing access to the system that produced it, and without asking the other party to take your word for it.
What the verdict attests — and what it does not
Offline verification answers one precise question: is this pack intact, issued by the declared authority, and faithful to the state captured at the stated moment, within the stated boundary? It answers that without calling on the producer. It does not claim the content is true in any absolute sense: it attests the integrity, provenance, authority, and boundary of the proof — not the business correctness of the decision it documents. It also only attests what was captured, nothing more: proof can only cover what was governed upstream.
This restraint is deliberate.
Proof that promises too much ends up proving nothing; a verdict that honestly bounds its scope holds up in front of an expert.
Availability
Producing Evidence Packs and the independent offline verifier are available in KARL Core, StratoFoundry's governed memory platform. The verifier is a standalone piece of software, usable by any recipient of a pack, with no server license and no connection to your infrastructure.
